Type-check Expr::Interface's methods and validate a Stmt::Impl { interface: Some(name), .. } block actually satisfies that interface's declared method signatures. Natural fit for Step 4 rather than Step 2 since interface methods declare effect clauses (where fails, mutates(Region), ...) that need the effect model in place to validate against implementers.
