Map Twill's let/var bindings to Cranelift Variables (via cranelift-frontend).

Codegen needs SSA-form variable slots regardless of let vs var - the checker already enforces the mutability distinction statically (immutable let can't be reassigned), so this issue is purely about the lowering mechanics: declaring variables, writing initial values, and handling reassignment for var.
