Vertical Slice: Minimal End-to-End Backend

New issue

A deliberately thin, throwaway-resistant end-to-end pipeline: parse → check → lower → Cranelift → run, for a minimal non-generic, non-failing, non-effectful subset of Twill. Not the full Step 8 backend — this exists to prove the pipeline and catch HIR/Ty lowering mismatches early, in parallel with (not instead of) Step 3's failure-as-value work.
