Depends on #5.

Lower non-generic function definitions and calls - multiple fns in one file calling each other.

Cranelift module-level function declarations.
Parameter/return ABI for Int/Bool/Unit.
Start with direct (non-recursive) calls; split recursion out into a follow-up issue if it turns out to be non-trivial once direct calls work.
